เมื่อวันที่ 20 – 23 ตุลาคม 2566

ดร.กฤษณพงศ์ กีรติกร ที่ปรึกษามหาวิทยาลัยเทคโนโลยีพระจอมเกล้าธนบุรี (มจธ.) พร้อมด้วยบุคลากรจากศูนย์ส่งเสริมและสนับสนุนมูลนิธิโครงการหลวงและโครงการตามพระราชดำริ มจธ. (RSC) นำโดย คุณศุเรนทร์ ฐปนางกูร, คุณมาโนช อมรมงคล และ ดร.นรชาติ วงศ์วันดี ร่วมเดินทางติดตามผลการดำเนินงาน เพื่อสนับสนุนการพัฒนาคุณภาพชีวิตชุมชนในพื้นที่จังหวัดน่าน ร่วมกับนักวิจัยประจำศูนย์ มจธ.พื้นที่น่าน โดยมีคุณมนต์ชัย นีซัง และคณะ ให้การต้อนรับ โดยมีข้อเสนอแนะและแนวทางการปฏิบัติงานในพื้นที่ดังนี้

- สถานศึกษาในกลุ่มอาชีวศึกษาในจังหวัดน่าน ประกอบด้วย วิทยาลัยการอาชีพเวียงสา, วิทยาลัยเทคนิคน่าน สารพัดช่างน่านและวิทยาลัยการอาชีพปัว ทั้ง 4 สถานศึกษาควรร่วมกันผนึกกำลังทำงานช่วยเมืองน่านในภาพใหญ่ เช่น การวางแผนการอนุรักษ์เมืองเก่าน่านผ่านเทคโนโลยีการจัดการผังเมือง และควรมีการเปิดหลักสูตรที่ทันสมัยเช่น หลักสูตรปัญญาประดิษฐ์ รถไฟฟ้า การใช้เทคโนโลยีเพื่อการทำ Smart Farming เป็นต้น นอกจากนี้ยังควรมีการทบทวนหลักสูตรที่เกี่ยวกับการท่องเที่ยวด้วย ทั้งนี้หลักสูตรดังกล่าวควรมีลักษณะการใช้ทรัพยากรร่วมจะทำให้เกิดการยกระดับการศึกษา เป็นสถานศึกษาที่ตอบโจทย์การพัฒนาพื้นที่อย่างยั่งยืน

- คณะทำงานมีแนวทางการทำงานร่วมกันคือ ให้โรงเรียนพระปริยัติธรรมเป็นสถานที่คล้ายกับ ตักศิลา คือเป็นสถานที่เรียนรู้เกี่ยวกับสรรพวิชาชีพ นอกจากพระเณรแล้ว ควรให้ชาวบ้านได้เข้ามาเรียนรู้ในโรงเรียนพระปริยัติธรรมด้วย โดยอาจเริ่มจากโครงการหรือกิจกรรมที่พระปฏิบัติอยู่เช่น การทำน้ำสมุนไพรเพื่อสุขภาพ การปลูกผักพื้นบ้านเพื่อสุขภาพ นอกจากชาวบ้านจะได้อาชีพแล้ว ยังเกิดการเรียนรู้ในเชิงวิชาการ เช่น คณิตศาสตร์ วิทยาศาสตร์ เป็นต้น ในเบื้องต้นคณะทำงานจะเชิญคุณครูพระเดินทางมาเพื่อศึกษาดูงานเทคโนโลยีไทย - ไต้หวัน เพื่อให้เห็นรูปแบบการเรียนการสนอที่นำอาชีพมาเป็นฐานการเรียนรู้

- แนวทางการทำงานของ มจธ.ในพื้นที่ จังหวัดน่าน ให้เน้นเรื่องการยกระดับคุณภาพชีวิตชุมชนเพื่อแก้ไขความยากจนแบบเบ็ดเสร็จ โดยเริ่มจากชุมชนบ้านก่อก๋วง ชุมชนบ้านห้วยขวากและชุมชนมละบริภูฟ้า ต้องมีการนำข้อมูลเศรษฐกิจสังคม วัฒนธรรม การเปลี่ยนแปลงมาวิเคราะห์ร่วมกัน เพื่อให้เห็นภาพการนำวิทยาศาสตร์เทคโนโลยีไปใช้เพื่อสร้างให้เกิดผลกระทบต่อชุมชนในเชิงบวก

ทั้งนี้ ดร.กฤษณพงศ์ ยังให้ความเห็นสำคัญเรื่องการพัฒนางาน เพื่อช่วยเหลือชุมชนในพื้นที่ต่างๆ ของประเทศไทย คณะทำงานควรให้ความสำคัญกับการทำงานอย่างต่อเนื่อง มีการพัฒนาบุคลากรอย่างเป็นระบบ สร้างเป็นคณะทำงานทั้งในระดับนโยบายและระดับปฏิบัติการ การช่วยเหลือชุมชนเป็นหน้าที่ที่นักวิชาการพึงกระทำเป็นการช่วยเหลือบ้านเมืองและเพื่อนมนุษย์

The 20 to the 23 of October 2023, Dr. Krissanapong Kirtikara,, an advisor to King Mongkut's University of Technology Thonburi (KMUTT), along with the team from the Royal Project Foundation and King’s Recommended Project Supporting Center, KMUTT (RSC), led by Mr. Suren Thapanangkun, Mr. Manoj Amornmongkol, and Dr. Norachat Wongwandee, embarked on a journey to oversee ongoing operations. This visit aimed to provide support for enhancing the quality of life in the Nan Province's local communities. Collaboration with researchers in the Nan area, affiliated with KMUTT, and Mr. Monchai Neesang and his team was instrumental in this endeavor. Their joint efforts resulted in several suggestions and guidelines for community development in the region:

a) Vocational Colleges in Nan Province

• All four vocational education institutions in Nan Province, including Wiang Sa Vocational College, Nan Technical College, Nan Polytechnic, and Pua Vocational College, are encouraged to collaborate for the greater good of Nan. They should work together to develop comprehensive plans, incorporating city management technology to conserve Nan's historic city. In addition, they should consider introducing modern courses such as artificial intelligence, electric train technology, and the utilization of technology for Smart Farming. Furthermore, there should be a review of tourism-related curriculum. These educational programs should be designed to harness shared resources, elevating the standard of education and fulfilling the sustainable development needs of the region.

b) Phrapariyattidhamma School

• The working group has outlined a strategy to transform Phra Pariyatham School into a versatile center, much like Taksila, where individuals can learn various trades. In addition to monks and novices, the school should welcome local residents who wish to acquire new skills. This initiative can begin with projects or activities that monks are involved in, such as the production of herbal remedies and the cultivation of local vegetables for health purposes. Beyond employment opportunities for the local population, academic subjects such as mathematics and science should also be offered. Initially, the working group plans to send teachers on a study tour to learn about the Thai-Taiwan educational model, which places careers at the core of learning.

c) KMUTT Coordination Center, Nan Area

• The focus of KMUTT's work in the Nan Province is centered on enhancing the quality of life for the local community with the ultimate goal of eradicating poverty. This endeavor commences with three communities: Ban Ko Kuang, Ban Huai Khok, and Phufa-Mlabri. The team will conduct comprehensive analyses of economic, social, cultural, and transformative data. The aim is to demonstrate how science and technology can positively impact these communities.

Dr. Krissanapong also provided valuable insights on the development of these projects. To aid communities in various regions of Thailand, the working group should maintain unwavering dedication to their tasks and prioritize systematic personnel development. Creating teams at both the policy and operational levels is crucial. Assisting local communities is a solemn duty that academics should actively embrace, as it is a means of contributing to the welfare of the nation and fellow citizens.
